Un Agreement On Migration
In November 2018, Tagesspiegel criticised the Foreign Ministry for failing to explain why the final version of the pact was outsourced to the latest published draft, saying that the formulation of migration “could have a positive effect” on migration had “positive effects.” The Department of Foreign Affairs did not make a public statement at the time.  In enforcing Germany`s Freedom of Information Act, the newspaper received several documents until May 2019 showing that German diplomats had been put under pressure by nations that insisted on extreme demands, such as the commitment of the pact. Details of the talks had been removed from Foreign Ministry documents to damage Germany`s reputation as a reliable partner. In addition, the newspaper revealed that the Ministry of Foreign Affairs had made false or misleading statements to the press and the opposition, claiming that the negotiations on the pact in New York had been open to “interested public opinion”, which is not the case since parts of the pact were negotiated in closed meetings.  Appendix II of the New York Declaration launched a process of intergovernmental consultations and negotiations that culminated in the planned adoption of the Global Compact on Migration at an intergovernmental conference on international migration in 2018. Reality Check reviewed the details of the agreement and why it resisted so much. In Germany, two of the three main candidates who want to succeed Chancellor Angela Merkel as the country`s next head of government have criticised the pact. The coalition governments of Belgium and Estonia had both threatened to argue over whether to abide by the agreement. That`s ridiculous. Given the political sensitivity of migration in Europe and the United States, it is not surprising that a UN pact is controversial on this issue.
But the GCM is not the kind of good business that should destabilize the states. The pact reaffirms “the sovereign right of states to determine their national migration policy.” The European Commission says it will have no legal impact on national legal systems. Protests against the Brussels agreement became violent and led Belgian Prime Minister Charles Michel to propose his resignation. At the same event, UN Secretary-General Antonio Guterres said “myths” about the agreement. One of the main reasons the pact has been at the centre of so much debate is that immigration is a major issue in Europe, says Dennison.
